Zelensky States Absence of Explicit Defense Guarantee from European Partners

President Zelensky has stated that European allies have not given him solid assurances that they will protect his country in the case of a new Russian aggression.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend primarily on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
